Luther didn’t have a plan

Luther was like a man groping his way up a medieval cathedral tower in the pitch black, mounting the staircase and reaching out for a stair rope. He felt one and pulled on it to steady himself. Then to his amazement, he heard a bell ringing above him that woke up the countryside. He had grabbed not the stair rope but the bell rope!

How the Reformation started, according to Karl Barth.
