But the EC didn\u2019t reciprocate; it merely entered the process of achieving full communion. For the EC \u201cfull communion\u201d \u201cwill not be fully realized\u201d and declared until \u201cthere is a shared ministry of bishops in the historic episcopate\u201d (CCM \u00b614).<\/p>\n<p>Almost all ELCA bishops are in the historic episcopate now. Are Episcopalians waiting until <strong>every<\/strong> last ELCA bishop is <strong>kosher<\/strong>? <a href=\"#_ftn13\">[13]<\/a><\/p>\n<p><strong>Ordained deacons under \u201cstudy\u201d (wink, wink).<\/strong> CCM plays a double game: it states that the ELCA is not required to have ordained deacons, but the ELCA (with the EC) is required to keep \u201cstudying\u201d ordained deacons.<a href=\"#_ftn14\">[14]<\/a><\/p>\n<p>At the Episcopal General Convention the resolution (A041) to adopt CCM identified CCM \u00b618 as committing the ELCA to eventually adopt the full threefold orders of the historic episcopate (bishop, priest\/pastor, deacon).<a href=\"#_ftn15\">[15]<\/a><\/p>\n<p>You know the drill: Ordained deacons will be \u201cstudied\u201d until the desired outcome is achieved.<\/p>\n<p><strong>When will \u201cthe notorious bylaw\u201d be dropped? <\/strong>The Episcopal Deputy for Ecumenical Relations, the Rt. Rev. C. Christopher Epting, called the ELCA\u2019s \u201cexceptions clause\u201d the \u201cnotorious bylaw.\u201d<a href=\"#_ftn16\">[16]<\/a> For Episcopalians pastors\/priests <strong>cannot<\/strong> ordain because they don\u2019t have <strong>the power<\/strong>. Only bishops have the power.<\/p>\n<p>Fewer than 1% of ELCA clergy have been ordained since 2001 under \u201cthe notorious bylaw.\u201d ELCA bishops across the country have shut it down, rejecting requests for exceptional ordinations. It\u2019s only a matter of time before the ELCA Church Council drops the bylaw.<\/p>\n<p><strong>Bishops for life. <\/strong>ELCA Presiding Bishop Mark Hanson has said that when he retires, he\u2019s no longer a bishop. However, he has been ordained into the sacramental, historic episcopate which means once a bishop, always a bishop. For the Episcopal Church, full communion, although begun at the same time, will <strong>not be fully realized<\/strong> until \u2026 there is a shared ministry of bishops in the historic episcopate\u201d (emphasis added).<\/p>\n<p><a href=\"#_ftnref13\">[13]<\/a>The Church of South India, formed in 1947, pioneered the union of Episcopal and non-Episcopal churches, but it wasn\u2019t until 1968 (21 years later) that the Lambeth Conference fully recognized bishops from the Church of South India. Every bishop had to be kosher.<\/p>\n<p><a href=\"#_ftnref14\">[14]<\/a> \u201cBoth churches acknowledge that <strong>the diaconate,<\/strong> <strong>including its place within the threefold ministerial office <\/strong>and its relationship with all other ministries, is in need of continuing exploration, renewal, and reform, which they pledge to undertake in consultation with each other\u201d (CCM \u00b69; emphasis added).<\/p>\n<p><a href=\"#_ftnref15\">[15]<\/a> Episcopal Resolution AO41 to adopt CCM.
